Should the APA allow schools that violate their anti-discrimination policy to advertise in Jobs for Philosophers?

I do not know much about this topic (or much about anything really), but here is how I feel about the matter with the little that I think I know.
The APA set the conditions under which schools are allowed to advertise. If the schools do not follow the rules, then the APA should do something to see that their rules are not violated. If nothing is done about broken rules, then why would anyone bother following them if they don’t care about not following regulations?
I was told that in this country, people are free to discriminate all they want on their own property. These colleges are allowed to set up prejudice rules, but they’re violating APA policy while using APA advertising forums.
On a bit of a tangent, I am heterosexual, but discrimination against homosexuals reeks of close-mindedness to me.
